In my case, it was obvious the new filter had leaked as there was some water pooled at the bottom of the filter housing. I pulled the filter and peeled back the sticker (starting from the side labeled "back"), dried the sensor and its corresponding underside of the sticker, reinstalled the filter and the dispenser started working again.
