Ok well it's definitely a bug of some sort but I figured out a fix: Just close out of the game and load back in and then the next time you clear a Tribal Village or do one of the prerequisites for the other Secret Societies it will work properly. I've put this little table together to categorize each civ into the best secret society for them. I know that Voidsingers & Owls are by far the best societies, and in most cases any civ should choose them, but I've tried to distribute it a little more evenly.
