May 24, 2023 · The Consumer Service Agreement would be the terms the transferee agreed to when accepting the TOBR. Is there a payment plan on the phone (or was there at the time of transfer)? If so, then the account owner making the payments (transferee) would technically own the phone. This is evidenced by the inclusion on the bill.
