I think you are right, that tier 3 for options is required for futures trading. I was pretty surprised TDA suggested I apply for futures, I had only traded options on the platform. I got approved for both futures and tier 3 options last week. I was honest in my application for futures that I had not experience but that didn't seem to be an issue.
