Forma and potatoes are a good source of revenue for them, adding polarities to every weapon would reduce it.

DE want Forma to be a trade-off. They want it to be restrictive to later building. Warframe is a grind-based game specifically because of things like this. The only concession DE have ever made towards this idea of multiple forma being restrictive is the ability to move polarities around after you put the first one on.
