What it could be a what we call a Struck Through Grease. Sometime debris can get into the working Obverse Die that is striking the Blank Planchet and this would not allow certain numbers, letters of images to be struck on the coin. It's a common occurrence. Also, Coins are not printed but struck. Misaligned dies will only effect one side of the coin whereas an off-center strike would effect both sides. These coins corrode in all kinds of ways. I think this coin, and many others, may have gotten the trace lettering or numbering corrosion from sitting on top of or under another coin in that situation. Here it would have to be a partial 8 from another coin because as Justbob pointed out the S mint mark wouldn’t work.
