Eh, I think normal Quagsire is better. Water resists Ground's Ice and Water weaknesses while Ground covers up Water's electric weakness. It does get Toxic so it's got that going for it, but the extra weaknesses definitely hurt it. And the U-Turn resistence and Toxic immunity. Gen 7 was also somehow the easiest gen to fit heat on; you never felt restricted in terms of team building because so much was viable. I'm willing to say that Gen 8 is in my opinion the worst modern competitive gen. It was so fucking stale and garbage, especially when clef shenanigans were running the tier.
