You don't find Tagilla. He finds you. He only has a spawn chance of 18%, when I was hunting him it took me north of 100 raids to find him for the first time. I was lucky to actually kill him that time cause another 100 would have been upsettin. Night makes no difference on his spawn chance to my knowledge.
